The hat is also covering most of her hair, but just take my word for it that's there's a lot under there. And she looks a little more chubby in this picture than she really is. In fact, the last time she was at the doctor, she'd been sick all weekend, and she weighed in at the fourth percentile for her weight range! She's a tiny thing.
